Default State Rep for USDGC

i was looking at the USDGC site and i saw that matt hall is qualified under the "state representative" exemption. how do you get this particular exemption?

I think you'd be better off asking our State Coordinator, Gary Duke about that one. I think that the intent was to allow the State Coordinator pick one USDGC slot based on a states series or championship or coin flip or something. Basically it's Gary's slot as a reward for being a State Coordinator.
